Public Affairs (PA) is one of the key functions within the External Affairs Global group. PA drives the strategy setting, engagement, and activation of all external stakeholders who drive or shape the policies that determine Sanofi’s ability to successfully secure patient’s access to medicines. PA typically drives multi-stakeholder strategies and campaigns (i.e., coalition building) to ensure that health guidelines and recommendations support patients’ access to innovation. PA is organized by Therapeutic Areas (TA) and offers support to each Franchise across geographies.

Sanofi Genzyme in partnership with Regeneron are commercializing a human monoclonal antibody directed at a dual inhibitor of Type 2 cytokines IL4 and IL13, known as dupilumab, which induces differentiation, maturation and migration of several cells involved in atopic dermatitis and asthma pathogenesis. Dupilumab has been approved in various countries for the treatment of uncontrolled moderate-to-severe atopic dermatitis (AD) and is marketed as Dupixent. Dupilumab is really a pipeline in a product and is also in Phase III clinical trials in asthma, and in Phase II for nasal polyposis and eosinophilic esophagitis (EoE). Other indications are currently being evaluated. Dupilumab is launching in 20 countries in 2018.

Sanofi Genzyme’s Oncology franchise has a diverse and growing portfolio. This includes the late-stage candidates anti-CD38 (isatuximab) and PD1-inhibitor (Cemiplimab) in multiple myeloma as well as multiple early pipeline / Phase II assets in large tumor types, including breast, lung and GI tumors. Our marketed products span prostate, colorectal and hematological malignancies.

The Head Public Affairs- Immunology/Oncology EM will build, tailor and execute the specific Public Affairs strategies programs and initiatives in the key emerging markets, engaging the right external stakeholders to support the company’s goal of opening access to innovation for patients. He/she will also partner with the regional and local Public Affairs staff that supports the TA, Global and Regional TA and Franchise Heads and closely coordinate with the Head of Global Public Affairs- Dupilumab who is based in Paris.

More specifically, the person will work to:

  • Drive the adaptation and the implementation of public affairs strategies supporting the long-term (disease-driven) and the short-term (product-driven) business objectives for the priority Immunology and Oncology products in the Emerging Markets (EM)

  • Establish partnerships with critical external stakeholders to prepare the launch of Dupilumab and where relevant of the oncology products in the specific diseases areas and develop an internal understanding of their expectations.

  • Contribute to establish the reputation and unique positioning of the Sanofi in the oncology space

  • Ensure with regions and / or appropriate functions the Public Affairs excellence and readiness of the affiliates and support as needed

The role will report to the Global Head of Public Affairs Specialty Care who is overseeing public affairs support for the Multiple Sclerosis, Immunology and Oncology portfolio. The person will join the global Public Affairs team in Cambridge, MA- USA and will also be part of the Immunology/Oncology EM Leadership Team.

2- Job Duties and Responsibilities

  • Drive Public Affairs Blueprint implementation in the affiliates and support Stakeholder Engagement Plan in coordination with external affairs functions and medical affairs

  • Adapt/ develop policy assets supporting the products strategic imperatives to assist in local outreach.

  • Support development of the product Brand Plans with insights from emerging markets

  • Anticipate PA trends and competitive dynamics that represent franchise opportunities or threats

  • Provide external insights back into the global brand team and to Global Public Affairs team for strategic discussion and reassessment.

  • Engage external customers to support establishment of stakeholders’ communities.

  • Collaborate across the Alliance to tackle the access barriers for biologics.

  • Continuous dialogue and interaction across external affairs functions and beyond to share best practices and insights as well as maximize transversal opportunities.

  • Develop and manage travel and expenses, and projects budget management.

3. Educational Background and Job Related Experience

  • Experienced cross functional team leader with demonstrated ability to deliver

  • Education:

  • Bachelor’s Degree (accredited four-year college or university)

  • Post-graduate degree in public health or health care related field, or Doctorate degree (e.g., M.D., PhD, PharmD, or equivalent) will be a plus

  • Years of experience: >7years: Minimum experience needed in public affairs, policy, government affairs and/or advocacy roles

  • Languages: Fluency in written and spoken English is a must- additional languages a plus

4. Educational Background and Job Related Experience

  • Experience in public affairs and patient advocacy, market-shaping strategies, advocacy campaigns, or advanced responsibilities in an industry public affairs role.

  • Demonstrated understanding of stakeholder engagement techniques, policy-making processes and stakeholders’ engagement. Politically astute

  • Demonstrated understanding of, and experience working with, EM markets

  • Policy shaping expertise a must, advocacy experience a preference.

  • Demonstrated ability to translate scientific evidence into policy narratives thus scientific expertise or knowledge will be valued, especially in asthma field.

  • Demonstrated ability to communicate effectively both internally and externally

  • Business acumen and credibility at senior commercial leader level

  • Proactive ability to develop and implement strategies and drive positive outcomes

  • Ability to drive projects and initiatives and execute successfully in a complex environment, working with multiple internal and external stakeholders. Proven track record successfully executing complex projects and initiatives, on time, within budget, with measurement of results
